(Dagbladet): Conservative program committee adds attain its new draft party program for the period 2017-2021. The committee was chaired by Minister Torbjørn Røe Isaksen.
He opened his presentation by stressing that Norway is very well positioned for the future.
– While there are major challenges that have become clearer during the reign, says Isaksen.
He points including a more uncertain foreign policy situation, the need for restructuring to make Norway less dependent on the oil, and a more sustainable welfare.
New reforms
The program includes several new reforms in the policy areas of school, work and health.
– For many students fall behind early school years. Many students leave school without having with them the basic tools they need to perform well later in life. We want every child gets a good start in life. Conservatives important project in school is that students will learn more. It blurs social disparities and give our children an equal opportunity to succeed. Therefore, we will prioritize early intervention and better school management, says Røe Isaksen. He submitted inter alia the following proposed changes to the program.
• All children should be able Norwegian before they start school, and the kindergarten should have clear goals for their language work.
• Have a stronger focus on early intervention in schools so that all children learn basic skills and experience coping in school
• Introduce a right to extra support for students who struggle with reading, writing and arithmetic.
• Reforming special education so that more efforts are put into early education system.
• Introduce a national scheme to supervise and follow up the school owners and schools with persistently weak results. Municipalities with poor school results is to be imposed on the assistance of a national advisory team.
Will hold discussions
Now the program up for discussion in the party. Over New Year’s next committee with the final draft to be discussed and voted on at the Congress in spring 2017.
Of the proposals that the committee has expired with the last few days, the child and family policy which has led to most debate.
Committee among other things, the following:
* a majority of the program committee is in favor of to remove child benefit, wrote Dagsavisen yesterday.
They want instead introducing free kindergartens and SFO, and targeted measures to support low-income families and give all children the opportunity to a good upbringing.
– the current allowance does not hit those who need it most. The majority therefore recommends replacing the current system of a large welfare boost that will mean a lot to those who have least, said gender equality policy spokesperson Tina Bru in Right said.
Committee chair-Isaksen wants however to retain the child benefit.
* the Committee wishes make cash benefits to a host municipality. If they get what they want, there are local politicians who must decide whether they want cash or not.
* The Committee wishes that the Conservatives no longer be working to remove paternal quota in maternity time. Instead, they want the Conservatives should adopt the current arrangement with ten week paternity leave, continued.
* Parliament, not communities should decide whether municipalities merged or not, want the committee. Today, no party something about who ultimately decide whether municipalities form in his program.
