Full of controversy about counter terrorism – VG

the Armed forces and the police is in open violation of the responsibility to combat terrorist attacks at sea. The great annual fellesøvelsen Gemini had in years is divided in two separate exercises.

A variety of people from both the Armed forces and the police have not managed to solve this 200 year old battle, which inherently is about the limits for Military use of force against own citizens.

Since the early 1980s the chief of police had the overall responsibility, while the Defense has trained to do the operational work at sea, with special soldiers, aircraft, helicopters and vessels.

In a recent report from the Røksund-selection vil group’s majority give the responsibility for all counter terrorism offshore for the Norwegian Armed forces.

Will allocate special soldiers

Now, it is up to the minister of justice Anders Anundsen (the progress party) and defence minister Ine Eriksen Søreide (H) to agree on how the terrorist attack at sea to be fought.

We came up with three options: A clean police responsible for counter terrorism at sea, where the Norwegian Armed forces should take responsibility, and an intermediate solution that clarifies that it is the Defense that has the greatest resources, the ships, the planes and helicopters that must be used, but that the superintendent has the authority to stop an operation along the way, ” explains Arne Røksund.

In the report describes the Røksund-selection what they perceive is the core of the conflict: “That the police have the principal and overall responsibility for maritime kontraterror, at the same time as the Armed forces have traditionally had this as a special mission”, with “significantly larger and better capacity to solve particularly demanding missions”.

But in reality, the Armed forces and the police never managed to allocate this responsibility:

Arne Røksund says that the proposal to create a dedicated squad of FSK-soldiers in readiness for maritime kontraterror, does not mean that the police beredskapstropp be permanent on the land:

They should retain this competence, but in our proposal is that the Defense should have the primary responsibility. 200-year-old conflict

Magnus Håkenstad, historian and researcher at the Institute for defence studies, says that this is a 200-year-old conflict about the limits of Military exercise of power in peacetime:

It has always been a grey area between the Armed forces and the police, with tasks that formally belong to the police, but that they are not able to solve entirely on your own. Now comes this conflict back up in the day, ” says Håkenstad to VG.

He says that the Armed special responsibility to combat possible terrorist attacks against the oil platforms, was the background for the establishment of Forsvarets Spesialkommando in the 80′s.

Sitting on a pile

the Problem is that the defence and justice sector do not speak very well together. They sit on each pile and make their own long-term plans without having contact with each other. Regrettable

Ap-the leader Hadia May, who also leads the Parliamentary justiskomité, says that there has been a bipartisan desire that the police and the defence has more contact and practice more together:

Anders Werp (H) is the deputy chair of the justice committee, and has noted dissensen in Røksund-selection:

I say that they failed to resolve this after each so well-known conflict, and I think that is regrettable. Thus, the matter must be resolved at political level between the ministry of justice and defence, says Werp to VG.

Neither the ministry of Defence or Military operational headquarters (FOH), which has the responsibility for the exercise Gemini, could Monday evening to comment on this matter.
