The noise about forsvarsforliket creates budsjettknuter in the Storting – the Norwegian newspaper Dagsavisen

By Marie Melgård and Sofie Vicarage

It is a new forhandlingsmøte about Langtidsplanen for the Defense (LTP) in Parliament today. It is still without the Left, the centre party and the Christian democratic Party. KrF leader Knut Arild Hareide confirms that the center is out of the negotiations.

– I have not given up that centrist parties can be a part of the consensus on the LTP, but it is correct that Daily has revealed that there are negotiations of the parts of the plan that we are not a part of right now.

While the centrist parties have taken a “break”, continue to the Right, the progress party and the Labour party as before. Hareide confirms that the reason that the Sector has left the negotiating table, is the major political party “ultimatum” that all the investments of fighters, submarines and maritime surveillance aircraft had to be fixed.

– It is because we could not give a guarantee for all the big investments to the government without having to see the consequences for the totality and for enkeltforslag located in langtidsplanen, says Hareide.

centrist parties are now only informed of the three major parties about the developments in the negotiations. The centre opens to go into negotiations again if the three major parties lands something the centre is satisfied with.

– We are working to get with the Labour party, the Right and the progress party to secure enough resources to the army and heimevern is in the plan. What separates us and the three major parties is that they prioritize the new surveillance aircraft before the landmakta, ” says Sps Liv Signe Navarsete, who still have a hope that the opposition parties will show a willingness to negotiate a compromise.

But after what Daily understand, will not the Right, the progress party and the Labour party to give way on its claim.

Can go different ways

This is freer from the Left in these negotiations than during budsjettforhandlingene. And since This is closer to government/Ap than what the Left and the Sp do, case, it in about the Progress on the settlement at the end. But also the Progress will have more money to Northern Norway, the army and heimvern to give their support.

What speaks against that the Progress in the settlement now, is that This must be with something that the Labor party/the government has fremforhandla, in addition to that they also need to take responsibility for regnigna and unpopular cuts.

Budsjettknute

As if the negotiations about the settlement was complicated enough from before: Langtidsplanen, that came later than planned, collide with the government’s budsjettforhandlinger with centrist parties. It creates trouble.

Ap has as its main requirement that there must be more money on the table in 2017. They think the government push your costs when they only covers 15.2 per cent of the costs to langtidsplanen to the next year. If the coalition parties go with the Aps requirements, means that the financial framework for defence budget increases up quickly with what the government has in its budget proposal. The question is where the money should be collected, and whether it becomes a part of budsjettforhandlingene with the Progress and Left.

Forsvarsoljefond

If the centrist parties stands outside a forsvarsforlik, it is unlikely that the Progress and Left in budsjettforhandlingene will be to take responsibility for the cut to find inndekning to the Ap and the government’s settlement. An alternative, as outlined, is that the centrist parties in a budsjettforhandling only gives his support to the budget framework, while the government must get the majority with the Ap for any cuts.

A similar problem is that the government is already in the budget for 2017 add up to save money by cutting in Kystjegerkommandoen, home Guard district 11 and in the Sjøheimevernet. If this is reversed in a settlement, must also be covered by other savings in the 2017 budget.

After the Daily understand, Politically, in the negotiations proposed a separate forsvarsfond who gets the money from its oil wealth to cover the forsvarsregningen. It does not have the support of the other parties.

Harsh demands in the backcountry

Although key sources point out that it is most likely that the government and Ap get together about langtidsplanen, there is also a possibility that the Ap only supports the long-term investments, and send the rest of the langtidsplanen back to the minister. Internally in the Ap, there is a pressure on the support to landmakten and defense capability in the north must be strengthened. Aps people from Nordland, Troms and Finnmark are clear on what this must entail, ” says Aps Tove Karoline Knutsen.

– It means helikopterstøtte for the Army in Bardufoss in inner Troms, and that we maintain the Kystjegerkommandoen. Shared base between Andøya and Evenes is also important. We believe it is important with helicopters both at Bardufoss and Rygge, the way it is today. Bell helicopters in Bardufoss is very important steps not only for Northern Norway, but for the Army and the Armed forces in Norway, as a whole, ” she says.
